It was reported that the 8th grade at Horizon Middle School has pivoted to LaunchED at home until after Thanksgiving Break. This news is from a parent, not OCPS.

Cases in OCPS are surging. There were 44 reported cases this week. One teacher reported his daughter contacted COVID-19 from another student in an OCPS school. Now his entire family is quarantined. 

Teachers and parents still ask what metric is being used to determine quarantines and school closures. Why aren't teachers immediately  being informed of cases in their classes?

Florida positivity rate dashboard

The United States reached more grim milestones this week. COVID-19 cases surpassed 11 million positive cases as the U.S. tracked an average of 150,000 new cases per day and medical experts say that number will rapidly climb to 250,000 per day this winter. Friday U.S. cases reached 177,000. Florida cases are on the upswing too, as 4,544 cases were reported Friday, the highest single day increase since September 1.  Friday Florida also reached a 9.95% positivity rate. Other states and cities require under a 5% positivity rate for schools to remain open for face-to-face classes.  Schools across the nation remain closed for face-to-face classes for this school year in Washington, DC, Boston, Chicago, Philadelphia, San Diego, Sacramento, San Antonio, and Minneapolis. The decision to keep Florida’s schools open was decision by a governor who based it on politics and economics, not on the safety and health of children, school employees and the community at-large.

The OCPS dashboard, as difficult as it is to navigate, shows a pattern of increasing positive COVID-19 cases in employees. There were 108 employees who tested positive in the last 14 days.  In the first 14 days of face-to-face classes there were 48 employees who tested positive.

FOR OCPS employees -Get a free test:

Under your OCPS Cigna health insurance plan, you can get free COVID-19 testing. Our Cigna plans cover COVID testing at 100% when members utilize a participating provider and present their Cigna ID Card.  If the visit is for COVID testing only, there is no copayment; however, if the members has other services during the visit, the physician may charge an office copay.  Below is information from the OCPS Cigna site:

  • COVID-19 diagnostic visits: Cigna is waiving out-of-pocket costs for COVID-19 visits that result in an order for a diagnostic test, whether at a provider’s office, urgent care center, emergency room or via virtual care, through the Public Health Emergency period currently scheduled to end on January 21, 2021.
  • COVID-19 testing:Cigna is waiving out-of-pocket costs for COVID-19 FDA-approved diagnostic testing through January 21, 2021. To find a testing location, contact your doctor or search online for a COVID-19 testing site near you. Cigna covers diagnostic COVID-19 tests that are FDA authorized and use home specimen collection kits if your doctor recommends it.
  • COVID-19 treatment:Your plan will cover treatment associated with COVID-19 or similar diseases. Out-of-pocket costs may apply.

OCPS insurance plan members can also request an “At Home” COVID test kit through the mycigna.com site.  This site, mycigna.com, is also the site where employees can look at their claims and OCPS specific plan info.  Once registered, a member can request a kit which is mailed to their home. (This is covered at 100% when the members provides Cigna insurance information.)

As COVID-19 cases surge in Florida and the U.S., the positive cases in OCPS are also rising. There have been a total of 252 positive cases at OCPS schools and worksites reported in the last two weeks. That is 145 more cases than there were in the first two weeks of school when there were 107 cases. There were 51 employees who tested positive in the last week.  In the last week there have been 4 employees at Cypress Creek High School who tested positive, with 23 employees currently being quarantined. That is a lot of employees quarantined to be able to effectively carry on face-to-face classes with a shortage of substitutes. Another employee also tested positive at Boone High School, making 4 employees in that school since October 30th.  Every time there has been numerous positive cases at a school, OCPS denied in-school spread, saying there had been a party where the students contracted the virus. COVID-19 nation-wide hospitalizations reached an all-time high topping 61,964 cases on Tuesday. Early analysis of the new Pfizer vaccine shows it is 90% effective.

FOR OCPS employees -Get a free test:

Under your OCPS Cigna health insurance plan, you can get free COVID-19 testing. Our Cigna plans cover COVID testing at 100% when members utilize a participating provider and present their Cigna ID Card.  If the visit is for COVID testing only, there is no copayment; however, if the members has other services during the visit, the physician may charge an office copay.  Below is information from the OCPS Cigna site:

  • COVID-19 diagnostic visits: Cigna is waiving out-of-pocket costs for COVID-19 visits that result in an order for a diagnostic test, whether at a provider’s office, urgent care center, emergency room or via virtual care, through the Public Health Emergency period currently scheduled to end on January 21, 2021.
  • COVID-19 testing: Cigna is waiving out-of-pocket costs for COVID-19 FDA-approved diagnostic testing through January 21, 2021. To find a testing location, contact your doctor or search online for a COVID-19 testing site near you. Cigna covers diagnostic COVID-19 tests that are FDA authorized and use home specimen collection kits if your doctor recommends it.
  • COVID-19 treatment: Your plan will cover treatment associated with COVID-19 or similar diseases. Out-of-pocket costs may apply.

OCPS insurance plan members can also request an “At Home” COVID test kit through the mycigna.com site.  This site, mycigna.com, is also the site where employees can look at their claims and OCPS specific plan info.  Once registered, a member can request a kit which is mailed to their home. (This is covered at 100% when the members provides Cigna insurance information.)

OCPS reported a record 191 positive COVID-19 cases in the last week. There were 46 positive COVID-19 cases reported on November 9, 2020. OCPS reported 40 cases on November 2, 2020, but later changed the dashboard to reflect 47 for that day, adding 7 cases. 

As the U.S. reached over 10million COVID-19 cases, The Orlando Sentinel reported, “With a population of about 21.5 million, about one in 25 people in the state have now been infected. That number is closer to one in 33 nationally and one in 154 worldwide.”

Florida currently has an 8.07% positivity rate. NYC, Chicago and Los Angeles schools remain closed if the positivity rate passes 5%. Florida’s governor, who follows Trump’s political agenda said he will announce if virtual classes will end this semester, forcing all students and teachers back to face-to-face classes in Florida’s schools.

Blankner School announced grades 6-8 would move to LaunchEd at Home. The school has 54 active quarantine cases listed on the OCPS dashboard with 6 positive cases since October 29th: 4 students and 2 employees. This is the message from OCPS:

"Orange County Public Schools, in consultation with the Florida Department of Health (DOH) in Orange County, informed parents at Blankner School that all 6th grade, 7th grade, and 8th grade students are pivoting to LaunchED@Home. At this time, there are a total of six COVID-19 cases, four of which resulted in 54 quarantines in the school. Those grade levels began LaunchED@Home instruction today, Nov. 4, and will continue through Tuesday, Nov. 10, with a return to campus on Wednesday, Nov. 11."

At the same time, CTA continues to get messages from concerned Boone teachers and parents. Boone currently has 114 active quarantine cases: 8 employees and 106 students. OCPS recorded 11 students and 2 employees testing positive since October 21st. We urge teaches to contact their school board member and district leaders to inquire about the metric and how school closures are determined following CDC guidelines.

On November 3rd, Piedmont Lakes Middle announced 117 quarantines, including 78 employees which is the total number of teachers at that school! This was corrected today to list 117 quarantine cases, all being students.

OCPS reported the most positive COVID-19 cases in a single day on November 2nd, with 40 positive cases, including 16 employees, 21 students and 3 visitors or vendors. The cases were later increased on the dashboard to reflect 47 cases, an additional 7 cases. There have been 155 positive cases in the last 10 days. The pattern in several schools suggests that there is in-school spread.  Not even half-way into the semester, OCPS put out a call offering parents the ability to switch from LaunchED at Home to face-to face. Since October 13th, 16,000 students reported back to face-to-face classes and, of course, positive cases have increased.  Small and often unventilated classrooms cannot provide adequate space for safe social distancing.

Many teachers have expressed concern with how OCPS leaders and the FLDOH make the decision to close a school. Teachers feel unsafe at schools and concerned about not just their own health but the health of every student and employee.

October 21, 2020

Timber Creek High School has closed until November 5th.  All teachers and students will move to LaunchED. There have been 14 positive cases reported this week and 254 quarantine letters were issued. The District is offering free COVID-19 testing to only the teachers and students who received quarantine letters. It seems if every football player and coach can receive free testing then every employee and student at this school should also be offered free testing.

The Notice from the District claims: "The FDOH has traced most of the positive cases back to events in the community."  Most, not all. COVID -19 cases are obviously being spread within OCPS Schools.  TCHS feeder schools, Avalon Elementary and Avalon Middle School, also have high positive case numbers and quarantines. 

Another OCPS high school, Windemere High currently has 50 quarantine cases.

October 7, 2020 - Once again, we question the accuracy of the District Dashboard. Some quarantine cases that were posted on October 5th disappeared on October 6th.  It was reported that Hunter Creek Elementary School had 8 active quarantine cases on October 5th, but zero on October 6th. Likewise, Wedgefield School had 6 active quarantine cases reported on October 5th and zero on October 6th. Either the dashboard is wrong or they quarantined for a day. This also happened with the reporting of Colonial High School’s quarantine cases. (reported that to the District  and received no response.)

September 25, 2020 Sad News  - Teacher Death

OCCTA sends heartfelt condolences to the family and friends of Oak Hill Elementary School teacher Digneris Cirilo-Vega. Digneris taught 2nd grade and was the 2019-2020 Teacher of the Year at Oak Hill Elementary School. She was teaching LaunchED at home and her last day on campus was August 18th according to a release from OCPS.

Tragically, Digneris died from COVID-19.  (News articles at this link and this link.) 

According to the court-ordered records that OCCTA obtained, 2 other Oak Hill Elementary School employees also tested positive at Oak Hill Elementary prior to OCPS posting their dashboard in September.

Locating the school with a case is difficult at best.  To identify a quarantine case at a school (or a positive case at a school or site) each school has to be selected. This has to be the worst public school dashboard in Florida.

Boone High School - From OCPS: "Due to a positive COVID-19 case which resulted in quarantines among Boone High School’s Girls JV Volleyball team, Orange County Public Schools decided to cancel the volleyball game scheduled for tonight between Boone High School and Colonial High School.

This decision was made in consultation with the Florida Department of Health (DOH) in Orange County. As a precaution, the entire campus is being thoroughly cleaned and disinfected. The health and safety of our students and staff is our top priority."

From a parent "Avalon has 1 employee case and now 4 student cases now. Approximately 79 students in quarantine, all I believe are in 8th grade, with at least 6 teachers.
