CTA PROPOSALS
ARTICLE XVI - SALARY
Percentage Increases
Base salary increase of 3% for all personnel regardless of Instructional Practice score.
Effective teachers receive an additional 6% for a total salary increase of 9%.
Highly Effective teachers receive an additional 8% for a total salary increase of 11%.
New Supplements
ESE and 504 Supplements
Supplement of $3000 for self-contained ESE teachers (self-contained room or separate school)
Supplement of $2500 for Behavior Specialists not covered above
Supplement of $2000 for Staffing Specialists and 504 Coordinators
Supplement of $1500 for all other ESE teachers not covered above
Supplement of $1000 for all teachers with 25% or more of their students having an IEP, EP, or 504 Plan
Supplement of $7000 for Speech Language Pathologists and Audiologists with a Certificate of Clinical Competence.
Supplement of $5000 for Licensed Clinical Social Workers, Licensed Mental Health Counselors, and Licensed Registered Nurses.
In-service training and non-duty day planning compensated at regular hourly rate.
OCPS will establish a tax-exempt Section 127 Education Assistance Program to reimburse eligible employees for tuition and student loans under the Consolidated Appropriations Act, up to $5250 per year, for the life of this federal program.
APPENDIX A-5 - RETENTION SUPPLEMENT FOR INSTRUCTIONAL EMPLOYEES
Retention Supplements Paid Biweekly
Increases Retention Supplement for 2023-2024 School Year as follows:
5-9 years, $750
10-14 years, $1,500
15-19 years, $2,250
20-24 years , $3,000
25-29 years, $3,750
30+ years, $4.500
Retention Supplement beginning 2024-2025 SY:
The amount of the retention supplement will be increased each year by at least the amount of the cost of living adjustment.
APPENDIX A - SALARY STRUCTURE FOR PERFORMANCE PAY
Increases to the Open Range Schedule and starting salary to reflect COLA increases.
APPENDIX A-2 - SUPPLEMENT SCHEDULE
Increases to advanced degree supplements to reflect COLA increases.
APPENDIX B - PAID HOLIDAYS AND ADDITIONAL VACATION DAYS
Adds Juneteenth as a paid holiday.

Article V- DUES DEDUCTIONS
Revises current language to cease all union dues deductions.
Article XVI- SALARY
Changes the initial placement of re-employed retired teachers, among other things by removing language tying their placement to the entry teacher pay.
Supplement Handbook
Adjusts High School Athletic Supplements, including by increasing the number of coaches.
CTA PROPOSALS
All proposals were driven by member suggestions.
ARTICLE XIV - DUTY DAY
Clarifies that employees shall be granted compensatory time for extended duty assignments and participation in activities occurring outside of the regular workday. Creates a process for accruing, tracking, and utilizing compensatory time.
Establishes that workdays, non-student contact, and additional planning time may be completed virtually at the discretion of the employee.
ARTICLE VI - WORKING CONDITIONS
Requires that teachers be provided with a mechanism to request and track the status of requests relating to unsafe conditions, temperature, maintenance, and/or repair.
Establishes that teachers will not be required to translate unless specified in writing at the time of hire.
ARTICLE XV - WORK YEAR
Establishes a professional day in late April or early May to provide a long weekend in the 4th quarter.
Protects planning time by limiting the use of Wednesdays for testing unless mandated by the state.
Includes teachers who prepare 504s in current language allowing up to four student-contact days off per year to perform duties related to said preparation. These days may be completed virtually at the discretion of the employee.
